Best minigames and substories in the entire series disco and cabaret club being my favorites. Majima and Kiryu are great protagonists (I preferred Majima's story). Combat feels clunky at times, but it usually is pretty satisfying. Some cinematics and story segments are super well directed, like the sewer fight with Kuze.
