There aren't many projects bigger than terraforming, turning a cold dead ball of dirt into a world that's comfortable for human life. Planets are huge and people small, and not all elements can be worked around. So long as the planet is about the right mass with an active metal core to keep the worst of the solar radiation away, and found the right distance from its star so it doesn't freeze or burn, the rest can be worked on. Generate an atmosphere while melting polar and underground ice to generate oceans and pretty soon you've got the basics needed to sustain life. That's only the start, though, and sustaining multiple cities is going to take more than a little air and water. That's where the industrialization comes in.
