The Council is a flawed game, perhaps even a deeply flawed one, but it does some rather interesting things with its game mechanics and systems so it might be worth it for fans of Telltale Games style of adventure games who've wished for some more mechanical complexity in the form of skill checks and choosing when to expend your scarce insight points to power them.
Where the game first falters is with its production values. The character models look fine at middle distance but rather rough up close, where you end up spending a lot of your time. The quality of the voice work is rather variable, and there are some disparities and mistakes with the subtitles. The occasional puzzle you come across range from pleasant to extremely convoluted and difficult, and these can present hard barriers to progress in a story that otherwise rolls forward incorporating your failures, which occasionally does frustrate.
The plot starts off promising but the last couple of episodes lose the thread and make your early concerns seem rather pointless, but the number of different endings you can reach based on your actions and choices does make for a good last impression. There are also enough secrets and alternate paths along the way to make at least one repeat playthrough feel fresh.
