This game has a serious problem: The report button is just decoration. It doesn't matter how many times i encountered people who just get tilted and try to ruin your game "own scoring" or flaming you with the insults no one have ever heard of. Epic games doesn't even care about this, and that leads the game to a rough and debatable 2.5 rating, which could be even less due to the high amount of trolls and tilters this game has (I have been playing LoL for 10 years, so I know what I'm talking about). I have tested the system in one game (who was already being trolled) by saying the most hurtful words heaven has heard and, obviously, I wasn't punished. If you aren't addicted to this game, just drop it... it's a waste of time (shamefully, cause the game itself is really fun)
