Twitter works properly the vast majority of the time, but like any other social media site, it is not immune to outages.
The latest Twitter outage started in the early morning hours of Monday, March 10. The issues seem to have started around 9am CST and persist at the time of this writing, with thousands of people taking to Down Detector to report the outage. It's unclear when exactly Twitter services will be fully restored, but considering how popular the site is, one has to imagine that access to Twitter will resume sooner rather than later.
