While slightly tilting the analog stick does result in the character moving slower, it doesn't count as sneaking: To properly stalk one's target, the A button must be held down while moving. As can be expected from such a generally wholesome community, fellow players were happy to provide some insight, even suggesting additional tips the game doesn't mention at all.
