Dragon Age: The Veilguard's director John Epler recently confirmed that world state customisation is going to be incredibly limited this time around. Rather than importing every decision we've ever made in the series through the Dragon Age Keep, we're instead recreating our Inquisitor and selecting just three decisions that they made in the last game.

One of these decisions is who our Inquisitor romanced, suggesting that this will come up when we meet them again in The Veilguard. We can choose from everyone, but it seems that they all have the same outcome, and this can't be customised. This might mean that the "bad endings" that some romance options have, like Iron Bull and Blackwall, can't be carried over into The Veilguard.

This has been deduced by fans based on the description of Iron Bull's romance in The Veilguard. Here, it says that Iron Bull refused to turn on the Inquisitor, despite the fact that this can still happen in his romance path.
