The new Dragon Age: The Veilguard art book seems to confirm that BioWare considered bringing back world states at some point during development.
It mentions a scrapped quest where you would have saved whoever you left behind in the Fade during Inquisition. To do this, BioWare would have had to make one of the choices canon, or allow us to import our choice from the last game. I.e., a world state.

For context, there's a mission in Inquisition called Here Lies the Abyss in which the party, along with a returning Hawke, get stuck in the Fade. To escape, someone must stay behind to distact the spider-like demon called Nightmare. There are four choices: Hawke, Alistair, Loghain, or Stroud. Picking who to abandon in the Fade is a heartbreaking, crucial moment, but The Veilguard nearly let us set it right all these years later.
If BioWare had chosen to keep this quest in The Veilguard, all four of those characters could have returned depending on your Inquisition playthrough.
