That's what modder Xynyxx has imagined, swapping out every companion and NPC in Dragon Age: The Veilguard with Elgar'nan. They even have unique variants, like an Elgar'nan with Manfred's googly-eyed green goggles.

It's a work-in-progress right now, since "most civilians are unaffected" by the strange spread of Elgar'nans. Which, for the record, is a bug.
Xynyxx wants to "turn everyone into Elgar'nan", whether they're a minor background character or play a pivotal role in the story. The only unique face you'll ever see is Rook's.
