After 20 years, in the middle of a Bully pacifist challenge, YouTube channel JustGarrison, who "breaks games for fun," discovered a new exploit that allows Jimmy to use the BB rifle outside of the shooting range.
This can be accomplished without cheats or mods, but the rifle has no animation or movement scripts, so it looks a little janky. Nonetheless, it makes light work of bosses, and can be taken into free roam to snipe pedestrians from the rooftops without any consequence, seeing as nobody but Jimmy can climb ladders.
If you want to get the rifle for yourself, as explained by JustGarrison, you must:

You can, however, perform a second exploit to move with the BB rifle by either having another student punch you into a wall, or by jumping off a moving bike.
JustGarrison speculates that the BB rifle was removed from the open-world to ensure the game kept its T for Teen/PEGI 16 rating, rather than veering towards an 18 like with GTA.
