Deltarune creator Toby Fox has revealed that his work on the next two chapters is complete, and they are now undergoing translation and localisation. This means that Chapter 5 has entered development, and will be the "main focus" for the team going forward.
While Fox isn't ready to give us any kind of release date, the current state of Chapters 3 and 4 bodes well for the game's overall development. The developer anticipates testing for Chapter 3 to start in mid-October, and describes Chapter 4 as feeling "really complete".
This development update comes as part of a newsletter, which primarily focuses on the ninth anniversary of Undertale. Towards the end of the newsletter, Fox gives us the following overview of Deltarune's development.
Regarding Chapter 3&4's development, I have personally completed everything I can actively do for it. Now, all I can do is wait for localization and testing.
