Dragon Age: The Veilguard won't let you import custom world states from Dragon Age: Origins and Dragon Age 2, and the options you can select from Dragon Age: Inquisition are limited.
After some leaked screenshots of world state options from previewers, there was a suspicion among the community that Veilguard's world wouldn't be as reactive as players have come to expect from the series. According to a recent IGN article about the topic, this has proven to be the case.
The only choices you'll be able to select in the character creator are: who your Inquisitor romanced, whether or not you disbanded the Inquisition, and whether the Inquisitor told Solas they were going to stop or save him.
The Veilguard's creative director John Epler explains that since The Veilguard is set in Northern Thedas, this has given BioWare the freedom to start with essentially a "clean slate" without directly contradicting the hundreds of choices made by players across the series.
