So, one player has fixed that. Eviction Notice - Story-Driven Rent System from Nexus Mods user Dark Fortune Teller makes it so we actually have to put down a deposit and pay rent for our apartments. The mod even goes as far as introducing all-new characters who we can interact with through more than 450 new text messages.
