The Iron Throne is one of the best parts of Baldur's Gate 3. While you can take your time in the rest of the game, carefully calculating moves to achieve the best possible outcome, the Iron Throne gives you a fixed number of turns to rescue the prisoners from the underwater prison implodes, killing everyone.

Figuring out the right strategy is the key in this segment, especially because you need to contend with the guards and some of the cells are at the far end of the prison. There's also the ladder to be accounted for, which takes up a lot of distance. However, it seems there's a simple way to deal with the ladder at least: just toss them.

Replying to a post complaining about how hard the Iron Throne section of the game is, P4priqu4 revealed that they simply used telekinesis to toss the Gondians into the submersible to quicken things up. The poor fellows can't move too fast thanks to their tiny legs, so a magical helping hand will do the trick.
