As seems to happen every year when we get near the summer announcement events, some games get leaked by rating boards posting information before reveals at events. One of this year's victims is Paradox Interactive and their previously unannounced game Lego Skylines.
This would presumably be a spinoff of the Cities: Skylines series done in a Lego aesthetic. While Paradox Interactive is listed as the publisher, we don't have any developer listed in this case. The original Cities: Skylines was developed by Colossal Order, who also developed the sequel until parting ways with Paradox late last year, after which Iceflake Studios took over development of the troubled sequel. Whether either of those teams, or in fact any internal Paradox team, would be developing the game is unknown at this time.
One imagines that a Lego Skylines product would draw heavily on the look of various Lego City sets and is likely to be more inclined towards play than strict simulation as much. It would be the latest of a push by Lego into video games over the past few years which has seen games like Lego Party, Lego Voyagers, Lego Horizon Adventures, Lego Fortnite, and most recently Lego Batman: Legacy...
