Champions will indeed be a free-to-play game. However, details are gradually being rolled out via reveals and leaks suggesting that, if you plan on sticking to the free version of Pokemon Champions, it doesn't look like you'll have many options. For starters, as reported by Nintendo Everything, you'll only be able to store up to 30 Pokemon unless you pay to expand that storage to 80.
It seems that additional storage will be tied to a Starter Pack, and that if you buy that pack, you will be able to store 50 extra Pokemon.
