A recent article from Bloomberg revealed that out of the three games Obsidian Entertainment released last year, only Grounded 2 met sales expectations. Both The Outer Worlds 2 and Avowed were in development for over six years, and both failed to meet Microsoft's sales expectations.

At the conclusion of the article, author Jason Schreier writes, "Obsidian's plan for the next few years is to work on projects big and small—completely new games and added content for The Outer Worlds 2 and Grounded 2—and space out their releases. It isn't working on a third Outer Worlds game but does plan to keep making games in the Avowed universe..."

Grounded 2 was the only one of the three that met expectations.

While I don't think anyone expected Obsidian to immediately commit to a third Outer Worlds game, the finality of the statement has worried fans of the series. They're also unsure why Obsidian is pursuing more Avowed games, considering both games sold poorly and, at the very least, the original Outer Worlds game was a success for the studio.
