When all is said and done, Shadows of Change is the most uneven outing in Total War: Warhammer 3’s DLC plans yet. The previous packs were giant leaps. Immortal Empires, Champions of Chaos, and Forge of the Chaos Dwarfs came into this massive fantasy world, and things felt irrevocably changed. I still remember the awe with which I first saw the four fearsome Champions tearing across the northern expanse, or the first time I struggled to hold off the wave of machine-minded dwarfs spilling out of the Dark Lands at the center of the map. Shadows of Change is less an evolution than a maintaining of the status quo. Are all three Lords powerful in their own way? Absolutely. Will I itch to play as them every time I see them on the Lord Select screen? I suspect not. Ironically, Shadows of Change may have done less to evolve Total War: Warhammer 3 than any of its DLCs yet.

The latest DLC for Total War: Warhammer 3 has some fun new lords and units, but a steeper cost means it's not quite the obvious jump-in point that past packs have provided. All three Legendary Lords provide new ways of engaging with the existing factions, with the Changeling's campaign providing a particular highlight.Whether or not you should jump on this pack immediately depends on just how many of the three leaders you're interested in trying.

Overall, Shadows of Change is a mixed experience. It has possibly my favorite character from the game, the Changeling, but it also brings two rehashed additions into the game, in the form of Yuan Bo and Mother Ostankya.

If what you want are more pieces for the board of your campaigns in Total War: WARHAMMER III, Shadows of Change delivers this with flying colors, with new Legendary Lords that fit perfectly into the game map and provide hours of fun both in the Kingdom of Chaos as in Immortal Empires, constantly remembering that the third and definitive title of this crossover is still perfectly addictive. For content that has the word “change” in its name, however, it's worth tempering expectations. More than a revolution, here we have an addition, and the truth is that we've seen better ones since the title's launch.
