The concept of a miracle deck comes from Magic: The Gathering and refers to a strategy in which drawing many cards in a short time is the primary win condition. This is achieved through 'draw engines', cards or card combinations that enable the player to draw.
In Riftbound, this archetype is most popular on Draven because of the combination of his champion legend ability ("When I win a combat, Draw 1") and his access to Chaos (purple) cards, the domain partially designed around drawing cards.
