Rise & Fall gets its hooks in deep, showing that the enlarged game's greatest strength may not be its scale or its history, but the sense of togetherness it inspires, and the way it drags the player down to the surface of its gorgeous world.
Pressure to avoid a dark age might force you to make strange choices just to game the system to keep the good times rolling
Rise and Fall adds, tweaks and expands, but it doesn't address some of the underlying issues, particularly those related to the AI. We're not quite in the new golden age yet.
Civilization is at its best when it enables you to tell your own stories. But at release, Civ VI didn't do such a good job at that. Rise and Fall fixes this in many ways, giving your better ways to expand your civilization without resorting to combat. It adds a quest-like element with a significant penalty or reward, and most of its news leaders add variety to the game.
Rise and Fall feels like an improvement of the original Civilization VI but we miss some risk in gameplay. The new alliances and the gobernors system are great but playinig a new game in Rise and Fall is too much like playing a new game in the vanilla game.

A very worthwhile expansion of the venerable strategy game, whose new features seem a natural, and surprisingly realistic, extension of the original game.
Rise and Fall is an expansion about strategy, storytelling and is an absolute dream for anybody a fan of long-termism. While it may not initially seem as large or expansive as other expansions in the series history, there's a pervasive nature of all the new additions. These impact and influence everything else within the game. While there is a level of balance forced on players with the new Ages system, it allows for the telling of a true development of your civilization from start to end and keeps things interesting even at later stages. More important is the inclusion of loyalty and governors, which increase the already strategic approach of cities in Civilization VI. Rise and Fall is all about keeping a game interesting and engaging from start to finish and it's hugely successful at that.
Rise and Fall is an excellent expansion for Civilization VI, broadening the offering and adding a lot of irons in the fire: nine new leaders, eight civilizations, a general improvement of the experience, and a lot of new gameplay tweaks. The original game was a pretty good one, and with this new expansion it's just gotten better.

If you have wasted great gobs of your life playing Civ 6, or feel like you have figured it out, this is a good expansion to make you rethink a game you thought you knew.
